Was pellet speed even a concern for prewar pistol makers?

Started shooting my new to me Haenel 28R. Once I got round ball ammo it has been fun. I did chrony it's speed and it is about 250fps on a good day. That speed has no effect on my enjoyment and I doubt accuracy at my short backyard or indoor distances. Since our electronic devices are fairly new did the prewar makers even concern themselves with pellet speed? I read the inventor of the Hy-score did set goals for his pistol but that was post war. And he had a almost experimental way to determine it?
