The official bell targets also have scoring rings machined into the face.
I am in the process of reading up on the rules, and will post some links soon, as these do vary slightly around the country.
For a practice target it would be more cheaper to make your own, using a piece of scrap steel and a bike bell.
If using a bike bell, though, I think it wise for the pellet to hit a striking lever, rather than the bell directly.
I do find it rewarding to use things I have built myself.
